The Concept is the first step in the portfolio investment timeline to capture the opportunity or problem succinctly and present to the relevant committee for the first step of the endorsement process.
The Concept provides a structure to provide enough information to enable the committee to determine whether this Concept should proceed to a Business Case. Note that seed funding may be given to develop the Business Case on a case-by-case basis.
